Website advertising does not prove a particular shipment was unlawfully transported. Distinguish load-only jobs and transportation by a separately authorized carrier. Active USDOT registration is not active HHG operating authority.
Without federal household-goods authority it cannot itself legally carry, or arrange, the interstate household moves its website advertises.

Alabama PSC says compensated intrastate household-goods transportation requires a certificate or permit unless exempt. The existing exact-name, DOT, phone and address document searches returned no matching result, but did not establish a current mover-register status. Those were searches of the APSC official document search (October 9, 2026, 06:14 UTC), not of a carrier register. APSC's public register of Motor Carriers Authorized to Operate exists, but on October 9, 2026 it could not be opened (proxy tunnel error and connection timeouts), so no Jubilee query was submitted to it and no company result was obtained. Rule 770-X-10-.02-.01 places routes between non-contiguous municipalities, or routes beginning or ending outside every municipality's corporate limits or police jurisdiction, under APSC jurisdiction; Rule 770-X-10-.02-.02 does not list ordinary household furniture as an exempt commodity.
No licence record, certificate number, scope or status was verified, and no route-specific exemption has been verified for Jubilee. A no-match in official document search is not proof of operating without a licence, and a customer-supplied truck loaded by Jubilee is not, by itself, proof Jubilee performed motor carriage.
Whether Jubilee holds the Alabama certificate or permit that compensated in-state moves normally require is unknown.
